Gail Carney called the meeting to order at 7:40 PM.

Secretary’s Report
Gail presented the minutes on behalf of Tasha. Ray Penton moved that we approve the minutes. Cori Singletary seconded the motion. Motion passed.
Treasurer’s Report
We will move this to a later section of the meeting to give Steve time to arrive.
TWA Director’s Report
- Ted reported the new policing units in are in place, the “Woodlands Addition” of the Sheriff’s Department. Twelve new cars added in addition to the eight we already had, and 30 plus new deputies. Zone 3 is all of College Park. The objective is for them to be more visible and get to know community better.
- We are still in negotiations with Conroe in regards to annexation. A question was asked about what’s happening with the other part of the Woodlands. Discussion will continue during the Annexation Committee report.
Village Liaison Report
- Hurricane Preparation handouts prepared by Homeland Security available.
- There will be two Good Neighbor Days in College Park. One held on Saturday, June2, 2007, 5-6:30 PM, 22 Bowie Bend Ct., and the other is on Saturday, June 9, 2007 9-10:30 AM in Grogan’s Forest at Tapestry Park Subdivision, 31 E Tapestry Park Circle.
- Pool passes available online, by phone or at the pool.
- Vacation Watch Forms are available.
- Life Scout, Ben Smart, is collecting worn American flags at First National Bank, 10767 Kuykendahl Rd., in the Sterling Ridge Shopping Center for the correct way to retire flags during 4th of July festivities. Questions contact Ben at 281-419-8921 or bensmart12@gmail.com
Social Committee Report
- Spring Fling Saturday, May 26, 2007, Noon – 4 PM at the Harper’s Landing Pool and Pavilion featuring free pool admission, moonwalk, cotton candy, hot dogs, and refreshments, fire truck – TWFD, and Taylor Model Roller Coaster.
- Gail presented a shopping list for Spring Fling to serve approximately 400 people.
- Cori passed around a volunteer sign up sheet. Volunteers are needed to grill hot dogs, serve drinks, serve cotton candy, set up and clean up.
- A question was brought up as to the date of this event because of Memorial Day Weekend. Gail responded that it’s a nice way to check out the pool before committing to buying pool passes. Memorial Day Weekend gets folks in the mood for summer and the free food always draws people.
- 4th of July Parade is on a Wednesday this year at 9:00 AM. It starts at the Presbyterian Church off of Grogan’s Mill and winds it way around Market Street. The theme this year is American Patriots. College Park won the Community Entry Award last year. Anyone interested in creative brainstorming for our float contact Gail Carney.
Annexation Committee Report
Things have progressed in the State Legislature. Both bills have passed. The first has already been signed by the Governor and the second still needs his signature. The verbiage was changed in the second bill. It does give people in Harper’s Landing (MUD #39) a “back door” approach stating that if an agreement is reached with Conroe it allows additional parties to join TCID. All that’s left is a mutual consent between Conroe and MUD 39. For example providing some funding community wide much like the Hou! ston agreement 1/16 sales tax perpetuity.
Jerry Streeter, Mayor Pro Tem Conroe City Council is being used now their primary negotiator as the Mayor. This was a good decision for Harpers Landing as he co-owner in the car dealership Streeter/Smith (more vulnerable) and less adversarial. He has more personally to gain or lose with an agreement. This Scott feels was a strategic move by the Mayor to get himself out of the lime light and “bad guy” reputation OR possibly by the city council to help win the best monetary agreement possible for Conroe. The ! initial thrust on the negotiation front has been with Mike Paige as the MUD #39 Legal Advisor, Attorney for The Woodlands Joint Powers and numerous other The Woodlands entities and Jim Stinson, Joint Powers Manager. They have proposed an agreement with some arrangements similar to the agreement with Houston that do not directly affect the residents (has been hinted at in the press in early May) to Jerry Streeter and his team of negotiators. The hope is to have an agreement sometime after the governor signs the final bill in June.
In November a vote will be put to the affected Woodlands residents whether to enter into a regional agreement (pending planned City of Houston Council approval sometime this summer). At that point we’ll be placed with a special purpose district renamed The Woodlands District. In Harper’s Landing the same will have to happen with the Conroe City Council if an agreement can be worked out.
Ted Stanley clarified some points that the first bill was signed by the Governor and the second bill has not. Also, things have gone very smoothly through the Legislature and are looking very good. Initially, Conroe didn’t like having done to them what they did to us…meaning that they were opposed to the idea that TCID would be able to come into their territory and annex.
Treasurer’s Report
Expenditures include scholarships, Spring Fling, and Avalon Park Picnic. We received money in from the Fall Flea Market. We are currently still below budget, but there are still more Avalon Park expenses to come so maybe we’ll break even. We did have a short fall in budget as we didn’t collect much in the Spring or Fall Flea Markets.
Gail Carney pointed out that we had 13 out of 16 people to volunteer at the last flea market which amounted to only a 13/16th share which equaled to $437.00. She is very concerned. Any money going out to scholarships must be raised and is not part of money received from TWA. We may have to lose one of the scholarships. We did, however; pick up the Macy’s fundraiser which generated $275. Macy’s does this twice a year.
We will receive a check from Earth Day at The Woodlands G.R.E.E.N. Annual Meeting on June 4th. We had the highest volunteer participation in villages.
Question: How is the Flea Market looking for the future? It keeps getting moved. Merchants didn’t like having their parking taken up. It is hard to schedule a date with the new location at the Pavilion. Anadarko Garage wouldn’t be available because they would have to have a security guard at every level making it too expensive.
Gail Carney asked if she could turn in this proposed budget to the TWA in order to receive check. Scott Singletary made a motion that we present the budget to TWA but that the official budget be voted on during the next meeting after all Association members had a chance to review it first via an email (as attendance was low). We need only three items to receive check from TWA: a budget, tax exempt form and proof of insurance. Ray Penton made an amendment to the motion that we allow e-mail discussion in regards to this proposed budget and to vote at our next meeting to approve it. Steve seconded the moti! on and it carried.

New Business
During Earth Day at the Community Associations of The Woodlands booth, Scott signed up for the “Adopt a Path” program. College Park has three pathways. The path in Grogan’s Forest has already been “claimed”. Harper’s Landing has two pathways that meet their criteria but neither had been claimed yet by any community group. He signed up for the pathway from the main park/pavilion area to Wimberly Way and offered others in the group to help cover the yearly cleanup effort. Jason said that the first path should be open for families and that he and his family would like! to help makeup the 2nd family (proposed to have only 4 families). Clean up is four times a year using collector “arms” and two types of bags: recycle and garbage. One or two 9 ½ “ x 9 ½ “ signs would be placed along the pathway at a road crossing with the groups name(s) on it. Would CPVA or other groups be interested in helping with either of the two pathways?
