CPVA MEETING MINUTES

MINUTES APPROVED

March 15, 2004  7:30 p.m.The meeting was attended by Ron & Ann Schultz, Steve & Janet Reinmund, Will & Susan Kooiman, Steve Williams, Linda Spear, Stephen & Julie Remmert, Edward Rushing, Willie Johnson, George Gitzendanner, Jacqueline Little, Jim Porten, Holly Steinke, Ted Stanley, Gail Carney, and Ray Penton.

  • Meeting called to order at 7:35pm.
  • President Ray Penton began the meeting with an address to the residents regarding a plea for resident support and an explanation of the authority of the Village Board. He explained that the Board has no power to address problems. We are a volunteer organization which reports residents concerns and provides for activities and scholarships on the Village of College Park. We also provide a forum to present issues to the residents of the village.
  • Residents Will & Susan Kooiman questioned why we are the board if we have no authority? Ray Penton responded that we have no power to resolve issues, but we make sure to follow through to the proper authorities with the problems so that they are aware of the issues.
  • Ray Penton then presented the new Board to the residents:

  • Introduction of Guest speakers for the evening, Terry Allemand from Entergy and Joel Deretchin from The TWA. Terry Allemand provided an explanation of the power lines along the railroad tracks. He explained that the planning and approval has been in place for several years. The project has been approved to provide a transmission line for Montgomery County with a 100 foot single pole structure. The project has been approved by the PUC and is past the review state at this point. The project should be completed by the end of May. Q> Why aren't the lines buried underground? Also, why are the poles on the side of the tracks by the houses and not on the other side by the businesses? A> I don't know. Q> Can vegetation be reforested? A> I don't know, but I will check on that. Q> Did The Woodlands know about the residential housing at the time the planning process? A> Joel Deretchin replied that yes the community of Harpers Landing was planned to be residential and that was factored into the planning request Q> Why were residents not informed prior to construction? We were aware of the process only when they clear-cut our trees one morning. A> This project was approved several years ago. Q> What type of poles will they be using? A> They will be single pole construction made of weathered steel. Q> Do you mean to say that we will be looking at those rusty looking poles instead of the beautiful trees? A> The weathered steel poles are the way we have gone. Q> Can we change the side of the tracks or bury the lines? A> All of the poles have already been ordered and we have no plans to change the design at this time. Q> In the permit process, was Harpers Landing Subdivision factored in? A> Yes, it was. Mr. Allemand finished his presentation by stating that he would look into residents' concerns and get back to us with answers as he had not had time to prepare for our questions. The next guest speaker was Joel Deretchin, President of the TWA. Joel explained what the Woodlands Association is about. He also explained how the different Associations work together. Joel provided a handout which showed the purpose of each part of the community sevices and what is provided by each of the different offices. Joel also addressed the residents concerns about other plans for College Park. He stated that they are looking into providing for more retail opportunitites on the west side of 45. There is a possibility of a retail shopping center at the entrance to Harper's Landing. Ray Penton thanked our guest speakers, a motion was made and unanimously carried to extend the meeting time until all questions and issues of the annual meeting are completed. The minutes of meeting on March 15 were corrected and approved. Treasurers report given by Gail Carney. Ray Penton gave presidents report and introduced new area representative Ted Stanley.

  • Q> Will there be another TWA Director from our area? A> Not at this time, we do not have the required population. Other areas in The Woodlands have the same standards for adding a new Director. Ray then addressed the website issues to be kept up. The spokesperson is to be him and that no one puts anything on the website without his approval. Gail Carney explained that the minutes would always lag a month behind because only approved minutes would be placed on the website. A resident suggested that the minutes could be approved electronically and then they would be available on the website in a more timely manner. Ed Rushing questioned how something could be placed on the agenda for the meeting. Ray Penton is in charge of agenda, he stated that we would try to get link on the website to say "CPVA Board" this week. This would enable residents to address the board as a whole with requests. Ray then talked about committees within the Association. Even if a resident is not on the village baord, they are welcome to serve on any of the committees. Members are needed on the social committee, the scholarship committee, or any adhoc committees such as the quiet zone committee. Committee reports- Rita Joseph on programs committee. Upcoming speaker planned for next meeting is Chris Hines, Assistant Superintendent of CISD to address the issue of schools in the village. Ann Schultz - civic and residential committee. Gennessee Ridge will be getting their pathway into the Wimberly Park. Also, parking issues were resolved with new No Parking signs along Donwick. Gail Carney- Scholarship committee. Tonight is the deadline for applications. They are available on the website and we will consider applications received by Friday. We have raised $600 to provide scholarships for graduating seniors living n College Park. Willie Johnson- TWA Director report. Roads issues were discussed. The election committee made a decision that Area Representatives can serve as election judges in addition to the officers for February elections. There will be a wheel friendly facility in College Park. The pathways will connect with Gennessee Ridge. As soon as area dries up, they will begin construction. There will be 5 new Patrol officers provided by the TWA for The Woodlands. The patrol has already been approved. The new cars will say The Woodlands on the doors and officers will be patrolling mainly in The Woodlands. There was a press release on the website- www.wcscwoodlands.com. Meeting is scheduled for Friday at 930am on the quiet zone application process at the Community Associations building with Steve Remmert, Sherman Yehl, Willie Johnson and Joel Deretchin. Holly Steinke presented the village liaison report. She provided several handouts and addressed the residents with an explanation of her position Resident issues and concerns- There was some concerns regarding cars parking on the streets. Also, the topic of the school situation was brought up. A resident requested information on the direction that schools and crowding would take in the future. Rita brought up that our next meeting would be a great time to question that in reference to our featured guest speaker. Gail Carney brought up the subject of the need of the Village to provide volunteers for the Flea Market as this provides a huge percentage of our funds for programs.
