Annexation Committee
Four bills in Legislature right now – House Bill and corresponding with Senate bill – two separate bills going separate paths but essentially same bill.
First pair, agreement that allows partnership btw municipality and a district – bill package has made it through the Senate and approved with no dissenting votes though was slightly modified in committee with a slight impact to Harper’s Landing. As an overall package, allows Harper’s Landing to have an “open door” to get out of Conroe’s ETJ if it ever needed/wanted to. Has gone through committee and is now in the last phase of the House approval before finished.
Second pair, have just been introduced and is the “enabling bill” that allows TCID to have more powers than it does now, has been modified before received by the House and Senate b/c had to be distributed out to Oakridge, Conroe, etc. so again impacts to Harper’s Landing but Conroe now recognizes that others can play hard ball as well.
Strategically a good move to our legislators and will hopefully be signed by the governor by June 17th at the latest. Haven’t had a lot of strong dissention in either legislative bodies.
Fourth of July Sponsorship
- Would like to continue to be Bronze sponsors for the parade - $150 to sponsor, Gail asks for approval to spend the budget money to sponsor the parade.
- Sponsorship helps cover costs for the parade, our name gets on materials and marketing information – we do take advantage of the other activities as residents, so good for the village to support this.
- Motion to continue sponsorship from Kevin, Tasha seconds motion, residents pass motion.
- Will be looking for volunteers to help with the float – theme for this year is “Patriots”
- Ted Stanley: Village did win a float decoration award last year – “Hats off to America” and CP won the Community Award.
- Question from resident of who will be heading up committee?
- Answer: Anyone is welcome to step up – working on Spring Fling first and then will develop the committee.
Issues
Grogan’s Forest: Just west of Avalon Park that is apart of Shenandoah and they are about to develop the land behind the park, and residents were concerned about the access road to this development, and city councilman states that the easement will be north of the park so will not affect the park itself, so near where the power lines cut across the road. Concrete streets, sewers, drainage laws have been addressed and approved – US Corps of Engineers – will have Woodlands covenants on the property. 30-50 houses, only has access to Grogan’s Mill Road.
Any other issues and concerns?
Website
Gail will take over beginning with March meeting minutes and will work with Seth,
Glen has concerns with hiring someone to do it vs. board member doing it, spending the money for software, etc. but Gail is going to try to start fresh and asks for two months to see what she can do with the site. Resource for website: Claude Hunter (Alden Bridge TWA Director)
Kevin: for Scott and/or Ted – has there been any dialogue with Conroe since the bills have been in play (since the article in the paper)
Not that Scott knows of, Ted states that Tommy Williams’ people talked with the Mayor’s people, assures us that we’re on the top of his (Tommy’s) list to be taken care of and is confident that it will get resolved.
Glen: Conroe’s annexation regarding Jones Forest, Boy Scout Camp, so possibly moving to make Strategic moves.
Kevin motions to adjourn the meeting, Ray seconds the motion.
Meeting adjourned at 8:15 p.m.
